History Historically, the organization was federally funded for the first three years; when this funding ceased, they maintained operation through their local bingo funds, South Dakota State reimbursements, respite care monies from the Casey Family program, and the Oglala Sioux Tribe's commitment for the Director's salary. In the year 2001, a Housing and Urban Development grant was received to purchase a new facility for the program. Prior to this, the services were provided from the Winters home, with dual licensure from the state of South Dakota and the Casey Family program. |

In 2002, the Children's Village, Inc. was incorporated as a 501c (3) organization, and became Wakanyeja Tiospaye O'Tipi Inc. In October 2003, the program received a one year operational grant under the Administration for Children and Families.
